We are spending 11 days in Spain.
4 nights Barcelona
2 nights Granada
1 night Ronda
Tangier?
1 night Jarez
3 nights Seville
Or should we spend more time in the Hill towns?

Don’t waste your time by going to Tangier. Save Morocco for more time and better locations within the intereating country.
In Jerez de la Frontera, visit Tio Pepe sherry winery; they offer a very nice tour of this historic property with tastings.
The problem with a day trip to Tangier is that it takes a long time to get to the coast for the ferry, so spending a day there uses up 2 days or more of your time.
I wouldn't bother, it's a long day, there's nothing really to see and the constant hassle to buy way overpriced goods rapidly becomes tedious.
while just in Morocco we cabbed to the airport with a lady who took the ferry from Spain to Tangier on an earlier trip and wound up spending 2 extra days because it was too rough for the ferry to return, so check conditions if you decide to go.
I did a day trip to Tangiers/Morocco when I was staying in Torremolinos. I purchased a ticket that included the bus to the ferry, the ferry, the tour guide, and return. I think it was around $75 euros (two years ago) I thoroughly enjoyed it and I am glad I went. I left around 8:00 ish, and got back after dark.
From Ronda, you are the closest to Tarifa where the ferry leaves, so that is when you should fit it in. It is a long day.
I do think you have an awful lot planned. I had my daughter come meet me in Spain and we did something similar, and she was exhausted! I think the 1 night in Jarez is wasted, and Ronda can be done in a day trip easily. It is a VERY small town and gets real quiet after 5:00 pm.
You didn't mention how you were getting from place to place, and I assume that is the order you were planning on seeing them. Personally I would skip Jarez, and do the trip to Morocco, it is SO different. When you return from Morocco, you could stay in Fueringerola for one night, and then to Sevile - or go straight to Seville. although that would be a long drive

I'm not sure about the recommendation about spending the night in Fuengirola prior to continuing to Seville if you're coming from Tarifa as it would involve quite a bit of backtracking. I would suggest a night in Algericas rather than drive at least 1.5 hours to Fuengirola.
We have a similar trip coming up in mid-May. We fly into Barcelona for a few nights then fly to Granada (pick up a rental car) and spend a day in Granada (have Alhambra tickets). We then drive to the coast and have an apartment in Torrox Costa for two days to do day trips to Ronda and the various white villages. At that point our daughter who lives in Berlin flies to Malaga to join us. We will drop off the rental car at the Malaga airport and take the first bus to Tarifa. We spend the night in Tarifa and take the ferry to Tangier the next morning. We spend one night and two days in Tangier (possible Chefchaouen and Tetouan day trip) and then take the overnight train to Marrakech for a couple of days. We then fly to Sevilla for 3 nights and then have a rental car to drive the Portugal Algarve coast to Lisbon for the last 3 days. Our time in Morocco is during Ramadan so I'm sure that will be a little different but it was the only way it could work for us.
We decided to save Tangier for a separate trip to Morocco. We are going to do a night in Nerja instead. Then Ronda, then Arcos De la frontera before headingto Seville. If Ronda is boring at night should we find a nice villa with a pool outside of Ronda someplace?
