My husband and I are planning a trip to the basque region Spain and possibly France. We don't want to explore the area on our own( rent a car) get off the beaten path, not try to cover too much ground and possibly start and end in different places. We would also prefer to stay in air b&b's vs hotels. We enjoy long hikes and possibly bike rides.

I've only been to the Spanish Basque country. I liked all the regional cspitals (Bilbao, San Sebastian and Vitoria-Gasteiz. Smaller towns good for day-trips include Hondarribia, Zarautz/Getaria/Zumaia, Bermeo, and Laguardia.
The countryside is very pretty.
Weather can be unpredictable. You won't have the sunshine and unrelenting heat generally encountered in the rest of Spain in the summer.
