I have two weeks to spend in Spain’s Basque Country, after which I will travel to Porto to walk the Camino de Santiago Portuguese route. I would like to see the major cities, like Bilbao, and also visit some national parks for day hikes. Where would you all recommend I base my accommodations? I like staying three or even four days at one place before moving on. Also, I will be relying on public transportation. Thanks for any recommendations you might have.

Without a car, I think Bilbao is the best option for a base, because it will have the best transportation connections. Anywhere else you stay will be less convenient for the day trips you want to take. Bilbao will also give you the most options of lodging types to fit your budget.
