Is there anyone who can tell me if there is a for sure place to get yellow fever vaccinations in Madrid or Seville prior to me going to senegal? I am trying to find low cost vaccination and certificates to be issued before I enter Senegal. any help appreciated.

Did you read the responses you got to the same question in the General Europe section? Most responders there suggested that, for several reasons, you should get the shots in the US. In case you have lost track of that discussion, you can find it here. Particularly important is the 10-day waiting period for the shots to be effective.
