What does functional disability mean. We will have a woman with Down syndrome traveling in our group. Would she be included in this? For tickets purchase; plus or minus 65% functional disability

I looked in the Search option as this has come up before, but for Spain, I couldn't find the reference. My recollection is that it may not be an option for tourists, only locals.
Also, did you know there is a Traveling with Disabilities Forum here? Posting there about the opportunities for discounts for your group member may also help you.
