My family is staying in San Sebastián the first week in July 2017 for Donosti cup soccer tournament. I'm surprised to see that most weather websites say average temperatures are mid 70s F for July which might help explain my other surprise to see that most apartments don't have air conditioning...I guess I thought it would be hotter. I'm wondering if anyone can share their comfort experience of staying in a non air conditioned apartment or room in San Sebastián in July/August.

I had a/c in San Sebastian but don't remember whether I used it or not. I suggest that you go to wunderground.com and take a look at the hour-by-hour historical temperature graphs you can find for the month of July in recent years. That will give you an idea of the range of temperatures you may experience. That's much more useful than averages, which can cover up some pretty wild swings. In general I found the weather across the northern coast of Spain pleasant, and I've recommended the area for a summer respite from typical Spanish heat multiple times on this forum. I think your odds are good, but there are no absolute guarantees. Do take rain gear, though. And do not assume that every day will be warm enough for swimming unless you're from a place like Canada or Maine.
