I am looking for a rooftop bar in the El Raval or L'Eixample area that has fabulous views, food and drinks, but is also appropriate for a family to visit (children aged between 10 to 13). I have found some great looking bars but are unsure if children would be welcome. Thanks!

One of the best views in Barcelona is from the restaurant floor of the El Corte Ingles department store at Plaza Catalunya. It's cafeteria style so the kids can choose what they want to eat but also has a bar service area that makes cocktails if the adults want an aperol spritz or some champagne.
The view is amazing.

Unless it's a +18 establishment (like a nightclub or a striptease club, for example), children are accepted in all other establishments. In fact, it'd be illegal under our law to discriminate. Thus, yes, you can take your kids to a rooftop bar.
Something else, of course, is whether you might be asked to leave if your kids don't behave, I am sure you know what I mean ;)
