I will not have a car and need to get from Tarragona to the Camp Tarragona train station. What public transportation options, if any, are available? Any websites for these options to see schedules and fares and perhaps purchase tickets?

I think your best bet is to ask your hotel staff for recommendations.
According to Rome2rio.com, there is a city bus that travels this route.
It may be easier to take a taxi, especially if carrying luggage.

This appears to be what you need: Empresa Plana bus schedule. The distance is just 8 miles (I think to the Camp de Tarragona bus station, which is a bit farther than the CdT AVE station, if that's where you're heading). You'd need to verify that the bus stops at the AVE station, but I can't imagine that it would not.

The buses run frequently. I don't know that you can buy advance tickets online. It's probably OK to buy the ticket not too long before the bus departs. However, it's common to see signs in Spanish bus stations, saying that they stop selling tickets 5(?) minutes before the bus departs, and sometimes there's a bit of a line, so do allow some time at Tarragona.
By the way, if you're traveling to Barcelona rather than to Madrid or a point farther south, I wouldn't bother going to the AVE station and paying for one of the super-fast trains. There are frequent regional trains from the main station in Tarragona that take less than an hour longer than the AVE (a few only about 30 minutes longer), and you'd eliminate the hassle factor.
