For Barcelona, the Rick Steves Spain book lists three companies:
The Barcelona Guide Bureau, a co-op of 35 local guides. www.barcelonaguidebureau.com

This past November, I thoroughly enjoyed my private half-day walking tour of Madrid with Jorge Roman and my half-day private Gaudí tour of Barcelona with José Soler. Highly recommend them both!
