I'd greatly appreciate it if you could share the information on how to pay for the traffic ticket.
I received it from the rental company and now to pay for it Basque County requested an electronic ID number which of course being a US tourist in Spain I don't have.

I am not sure if this will help... this is the official website residents in Basque Country use for everything related to traffic -including paying tickets: https://www.trafikoa.euskadi.eus/lfr/web/trafikoa/inicio

Yes, this is the website for payments. But before making the payment you have to provide them with your electronic ID ( which I don't have ).

Have you tried the Spanish DGT (general directorate of traffic) website?

Not sure if you can "also" pay thru that portal.

You don´t have to identify yourself, just type in the data received in your ticket in the fields indicated, then use your credit card to pay, and that´s it.

We even contacted the tourist bureau to figure out how to pay to no avail.
I did later see that our confusion at the parking meter could have been solved by Google Translate. They have the Basque language.
