I would heartily recommend Hotel NH Ciudad de Zaragoza. It's an incredible hotel, directly overlooking the Basilica and the old Roman walls. The hotel is also adjacent to a tram stop (Cesar Augusto) and bus stop (N12).
It was recently renovated and is very nice now (4 star), but is still very fairly priced, I am currently seeing $65 per night. I always stay there whenever I'm in Zaragoza.
If you would like quite, then ask for a room facing away from the river/Basilica. Personally, even though it may be a tad more noisy, I would ask for a high room overlooking the main square and Basilica, for some of the best views of Zaragoza, from the comfort of your room.
There's a business-class EuroStars hotel in the same building as the train/bus station. I don't like that area because there don't seem to be any restaurants nearby. The restaurant in the hotel was closed during my mid-summer visit in 2015, apparently because only insane people voluntarily go to Zaragoza at that time of year. Thus I cannot say anything about the quality of the restaurant under normal circumstances. It was really annoying not to be able to walk out of the hotel and find some restaurants within a few blocks, but that seemed to be the situation.
There seems to be frequent bus service from the train/bus station to the historic center, so I'd recommend that area. It's called the "Casco Antiguo" on the Google Map and is ESE of the station (Zaragoza-Delicias). I'm not certain, but I assume the buses from the station run along the Calle del Conde de Aranda and/or the Paseo Maria Agustin.
I know we have a few other people on the forum who've been to Zaragoza; I hope someone can provide more concrete suggestions.
