I received a parking fine in Segovia for 80 euros. there are no instructions on how to pay it. no address of where to send it; no web site. In fact, there were no signs where we parked telling us we had to pay; just a curb painted green that I was supposed to know via osmosis that meant something. I visited Segovia's web site, can't find anything on parking fines. Someone sent me link to pay parking fines in Spain, however that site is asking for 12 digit control # which my ticket has 9 digit # plus 5 digit Controller (person who wrote ticket?).
When I asked a policeman, i was told he had nothing to do with that, find a yellow shirt. Where???
When I asked rental car company, i was told to take care of it. if it got to them, then would double the fee. ARGGHH
can anyone help? Know how to get the fine reduced?

I did a quick search, so I'm not very confident in this answer, but according to some others who got parking tickets in Segovia, you can pay at the post office. It sounds like you already returned the car, which means you've probably already left Segovia, so this might not be very helpful. Good luck. I'll be in Segovia in a week. I have gotten traffic tickets in several countries in Europe. The only one that was impossible to pay was in Spain. There was no address or agency name
given. Only pay to “Madrid.” I called the Spanish Embassy, the Spanish Tourism offices in NY but no one could give me the answer. I didn’t pay the fine, no where to send it, and have returned to Spain since with no consequences.
A colored curb would have tipped off most drivers that there may be parking restrictions there; no osmosis required.
Expensive lesson, I guess.
Sorry that I can't help with payment instructions, but the meaning of a painted curb is the sort of information that should be covered in a good guidebook, and one should never drive in a foreign country without consulting a guidebook first. If your only ticket was for an 80-euro parking fine, you are lucky. Folks who drive in Italy without advance research often rack up multiple 3-figure fines for driving in no-traffic zones, bus lanes and the like.
Parking restrictions in Spain are generally set locally and can be very Byzantine. Green usually means it is restricted to residents or "labour" - sometimes exclusively, sometimes visitors can pay for a limited time and, sometimes, rules vary depending on time, day of the week or even season. This doesn't help you, I'm afraid, but for any future readers the are usually best avoided zones unless a local can tell you what the rules are - orange and blue zones similarly. I suspect you were told to find a "yellow shirt" because a yellow top is often a major colour on the uniform of the municipal police/vigilante who deal with traffic. But sometimes its blue, so there is no real certainty between place to place.
I can't help with paying, but if you are still in Spain, even if not Segovia, could you go to a tourist office and ask them to interpret?

This may be the link you already have. You’ll need you passport number, first and last name, date of offense, ticket number, and total amount of the fine. You can pay via credit or de it card. If you pay it within the allotted time, there’s are 50% discount. You could have paid it at the post office or Caixabank.

Las sanciones de tráfico impuestas por la DGT pueden pagarse, en período voluntario, por los siguientes medios
En internet mediante tarjeta de crédito o débito (Visa, Mastercard o Maestro), siendo los siguientes datos obligatorios para realizar el pago:
Nº de Documento de Identidad, Pasaporte ó Permiso de Residencia.
Nombre y Apellidos.

Importe total de la multa (sin incluir reducción del 50%).

Rose, not sure whether or not you are stIll in Spain, but if you are, do inquire at a Post Office. We had to pay a parking fine in Italy at the Post Office.
