What is the intent of your question?

A friend is traveling to Spain and will stay about an hour away from Marbella. They would like to visit it for an afternoon but we're not sure if they should take local transit or drive in and park. I know that in May Marbella's traffic is extremely congested. So is the traffic reasonable in the middle of September ?

Ah, clarity. We base out of malaga and understand the area. If your friend is staying along the coast then taking local transport is easy and adviseable. September provides less traffic, however our tactic for easing driving woes is to park outside of known tourist zones and walk into the desired areas.
