Malaga with a disabled spouse

Greetings, I'll be traveling to Malaga for a 2 week vacation with my husband, who is now disabled due to a cervical spine injury. Can't take much jostling. He can't do a whole lot of walking. He's a retired police officer with little patience. I would like to take him some places, because we probably won't be going back. So....
1. Would you rent a car, are the roads real bumpy? I fear being held hostage by tours.
2. If you picked 4 places besides the beach, where would you go that didn't require more than 30 to 40 min in any car?
3. Should I try to take him to Morocco? I'm concerned about a bumpy ferry ride.
4. He'd like to see Gibraltar,
5. What accommodations are made for the handicapped?
6. I know we'd need to get a Spanish drivers permit from AAA, posts about car insurance are scary....

I think you'll want a car for some destinations, since there's no rail service along the south coast of Spain (only bus). You can take a fast train from Malaga inland to Cordoba in just an hour or direct to Sevilla in two hours each way. Road paving should be pretty smooth but maybe you're also concerned about winding roads, which is what the road map looks like from Malaga to Ronda.

I can't remember how bumpy my last Tarifa-Tangier Ville ferry was, but the general rule would be the faster the bumpier. From Gibraltar, ferries are less frequent and go to the port of Tangier Med, miles away from that actual city. There are also nonstop flights from Malaga to Tangier, not operated daily; see www.skyscanner.com. If Morocco is not important to him, then that's probably the deciding factor.
