Firstly... Spanish is not the local language, Catalan is, which is another Romance language, much like French or Italian. Spanish is co-official though. Names of streets, neighbourhoods, etc are obviously in Catalan, not Spanish. So you know.

Best for what? There's not "one area" that's best or worst for visiting the city as the city sites visited by tourists are spread across Barcelona. Having said that, most visitors tend to choose a set of neighbourhoods. I personally suggest this.
