I think this is a pretty good itinerary. My only suggestion is to consider staying in Bilbao and doing San Sebastian as a day trip. I think the train is closer to 90 minutes, but still, this is doable. San Sebastian is lovely, but I do think one day there is enough to see the sights and appreciate the feel of the place. Bilbao has much to see other than the Guggenheim, and the extra day there won't be wasted.

Where are you flying out of? Can you fly into Bilbao?

I've traveled a fair amount in Spain. Still my least favorite city is Madrid. It really is fine, but the rest of Spain has so much more history, culture, and vibe. Madrid is a relatively new city compared to the rest of Spain. If you are going for the art museums, then for sure keep your itinerary as is. But, we loved San Sebastian, the pintxos, the beach, the Basque museum, the coastline, etc. We went to a few Basque museums in France and Spain and the San Sebastian museum was top notch. I really think San Sebastian could take another day. Also, Bilbao is very atmospheric. In addition to the Guggenheim, it has an interesting old town and a pintxos scene of its own.
