Also, in Arcos, Rondo and Granada, is it worth staying in the paradors? Other hill town suggestions welcome.

Cordoba: We stayed at the NH Collection Amistad Cordoba since it was just one night. Nice hotel & modern room.
Sevilla: We stayed at a wonderful apartment during our 4 days in Seville. Apartamento Logia Sevilla, Lirio 9 found through Booking.com was perfect – a spacious apartment on the first floor of a home owned by an architect & his family. His wife, Leonor, was our main contact and so welcoming! She gave us a map marked with the neighborhood market, tapa recommendations, etc. Each morning my husband surprised me with fantastic pastries from nearby Pany Piu while I was getting ready. We wanted to be close to the sites but have a good night’s sleep. This location was perfect and had everything we would want in an apartment.
Ronda: We stayed at Hotel Ronda in the older section across the bridge. The hotel was quaint & perfectly adequate with a friendly staff. The street has a steep downward grade, so pack light!
Granada: This was our first experience staying at a Room Mate Hotel, in this case Room Mate Leo. The staff was exceptionally nice, and we decided to eat breakfast at the hotel since they had a nice variety and it was located on our hotel room 5th floor. This is a hotel that I would have liked if traveling by myself because the staff was always at the front desk and greeted us each time we walked in or out. I paid a little more for a balcony, and the balcony was huge with chairs and even room for a couple of loungers. We brought some food from nearby markets for a couple of casual meals here.
We were just in Andalusia this past November - it was an excellent trip!

Each one was well-located and I'd consider staying in them again.
The apartment in Cadiz was especially nice!

I also stayed at the NH Amistad in Cordoba, a charmless but very comfortable and convenient hotel in the Jewish Quarter. There are other good places nearby with, probably, more atmosphere.
In Seville I stayed at the Hotel Amadeus in Barrio Santa Cruz, whose charm and atmosphere exceeded what I'm used to. The hotel has a musical theme, with instruments on display (and playable), a very nice roof deck, and an excellent breakfast. Each room is different, and named after a classical composer. I stayed in the Beethoven room during my RS tour, then moved for one night to the over-the-top Mozart room down the hall. (A soaking tub in the middle of the room is more "charm and atmosphere" than I need though.)
My wife and I enjoy staying at Paradors, especially those in old castles, convents, or monasteries. For the most part they are no more expensive than other equivalent hotels in the areas they are located. In addition to Arcos, Ronda, and Granada, for the locations you mentioned there are Paradors in Córdoba, and Cadiz. The Parador in Granada is located right at the Alhambra complex and is the most expensive Parador. The Parador in Córdoba is not right at the historic center. Parador prices vary by location and time of year.
If you’re considering staying at one or more, look into its free Amigos program. It has special rates for Amigos and special rates for those over 55. One benefit we enjoy is the free drink upon arrival at each Parador you stay at. The wine is from the region the parador is in, if you get wine. In addition, upon joining you’ll receive a voucher for a free breakfast for yourself and travel companion the first time you register from its website. For convenience, we also get a rate with breakfast included. Their breakfast buffet is very good. The cheeses and meats are sourced from the region the parador is in.
On our upcoming trip we have reservations at nine Paradors.
In Ronda we enjoyed our stay at Hotel Don Miguel. It was right on the gorge at the Puente Nuevo.
We have stayed in many Paradors throughout Spain and enjoy the historic feel and regional dinners. They are our first choice in Spain( in Portugal they are Pousadas.)
However, most are outside of urban areas.
In Seville we enjoyed staying at the Hotel Colon Gran Melia.

We enjoyed a 3-hour See by Bike Sevilla activity - perfect location to enjoy the sites & history because everything is mostly flat. And another day we participated in a planned Market/Cooking class with Taller Andaluz de Cocina Cooking School. This was one of my husband’s favorite events! Since the kitchen classroom is located in the Triana Food Market, we began with an interesting tour of the food.
In Sevilla, we rented (and loved) this apartment.
