Is there a requirement to buy a health insurance if traveling from USA to Spain for 10 days?

Not that I am aware of. We have spent a couple of weeks in Spain a couple of time and never encountered any insurance question or requirement. It is good idea to have health insurance for any travel experience.

One of the default conditions of traveling under the visa waiver, is that you have some type of health coverage, along with sufficient funds, and proof of onward travel. They can ask at immigration, and if they feel there is sufficient cause, deny you entry. However, they really will not ask or have cause to (unless you look like you might need medical attention I suppose), and for a short trip, even then they likely would not be concerned.
If your US coverage covers you in Europe (Most standard Medicare does not) then no problem, if not, then having some type of travel insurance with medical and evacuation would be prudent.
