To confirm EU ETIAS travel Authorization form is not required for Canadians and Americans until 2025.

Correct, delayed again. It is tied up with EES, which apparently has some issues to work out, so until then, it keeps getting moved back.

It is expected that the European Travel Information and Authorisation System (ETIAS) will be operational from the first half of 2025.
