We would like to spend the least amount of time in a plane, so we are looking for the speediest way to get to Arcos. Suggestions welcome. We will be flying from Dulles.

The closest airports to Arcos are Jerez and Seville. Seville has more connections to more places.
To find flights, start with Kayak http://www.kayak.com/flights. Put in IAD as your start airport and SVQ as your destination airport; under Destination, be sure to check "Include Nearby." If you are flying home from somewhere else, be sure to choose "Multi-City" at the top, rather than One Way or Round Trip. See what comes up for your dates.
If the shortest overall flights are the most important factor, at the top of the list you can choose "duration" instead of "price." Of course, the price of some of the shortest itineraries can be shocking, but you can then cross-reference that list against the one sorted by price to come up with the best overall flights for you. On the left, you can also limit the search to one-stop flights.
Doing a test run on some dates in April, I see that the only one-stop itinerary is with KLM. However, many of the two-stop itineraries (often with changes in London and Madrid) are actually faster overall.
