At smaller towns, will we be the only tourists visiting?
If we go inland to Seville or White Towns, Should we bring winter clothing?

Resort towns where beach tourism is the main industry pretty much close down. But not all towns are like this, and you have some permanent population regardless.
At smaller towns, will we be the only tourists visiting?
Probably not, but there won't be too many.
If we go inland to Seville or White Towns, should we bring winter clothing?
Yes, definitely.
I don't know that the weather will be different on the coast and inland. Winter clothing has a different meaning in Minneapolis than in San Francisco. San Francisco winter clothing is fine. Expect temps in the 40s to 60s, some rain possible.
Malaga has some interesting sights and good food and wine. Other places . . . not so much. Beaches will be pretty deserted, the occasional local fisherman or dog-owner. Maybe more people out on the weekends if it's sunny. Bring a few books to read.
On the other hand, there's plenty to see inland.
