I've heard that there are places in BCC that have set menus that are pretty good. Has anyone here been to a restaurant in BCN that dies that isn't outrageous in $$$$

Your best bet are the menu del dias served at lunch and often between 10 - 12 Euro. Walk any street and you will see the sign boards with this.
