We have a car and plan to drive to the visitors center there and take the shuttle bus to the site without joining a guided tour group. But when I checked the official website, it states that "If, on the other hand, you have your own means of transport, you must choose the guided tour of Medina Azahara."--- I am confused, is this a new policy change?
Does anybody have any experience to share?

I’m not sure where you read that. I read that after the museum you get on a bus to the archaeological site. Your private car must remain in the museum parking lot.
Reservations are not required for groups of less than 10. On the reservations page there is a line that says: “The visit is free, as the Madinat al-Zahra Archaeological Complex does not have a guide service.”
Entrance to the museum is 1.5€ for non EU residents. The bus to the complex is 3€ and runs back and forth every 15/20 minutes.

I read the similar info as you did on blogs. But here is the official website of the archaeological site where I quoted from, https://www.medinaazahara.org/en/tickets-medina-azahara.html. It's at the top section of "TICKETS TO MEDINA AZAHARA".
I wish it's a translation error or hear from somebody has gone there on their own.

I read through the official site, the funny thing is that I did not see they mention any cost to visit.
