why don't you just get an e-sim card? Unless your phone is older and won't accept esim, seems so much easier than a physical card

Not sure of the OP, but my phone has one physical spot for a SIM and one e-SIM. My carrier has recently switched to e-SIM, meaning only the physical SIM is available if I want to retain carrier coverage.
Bilbao airport is somewhat small, there probably is a kiosk or convenience store type place that sells some type of SIM, however, I would be tempted to wait until I am in town, better selection of options, dedicated phone stores, choice of name brand main carriers (Vodaphone, Orange, Movistar), maybe even cheaper.
eSIMs are really convenient and inexpensive. They are software, not physical and so they can be downloaded. Buy and load them at home; turn it on as your plane is loading. No need to shop at the airport

Older phones that have one physical SIM and eSIM capability can store more than one eSIM but only one eSIM active at a time. My old iPhone XS is like this. My current iPhone 13 can have 2 active eSIMs. Use my AT&T eSIM for WiFi calling and European eSIM the other time. I turn off my AT&T eSIM while not connected to WiFi.
There are data only and calls/text and data eSIMs so evaluate your needs.
