Could you perhaps visit both if you got a fast train from Madrid and rented a car in Bilbao ?
Gernika is very moving - a worthwhile experience.

Thank you for your advice, but I am renting a car in Madrid, because I want to go to France returning the car in Madrid.

The Guggenheim is spectacular and Bilbao means less distance to travel if you're heading on to France.

I'd vote for Bilbao, too. I've been to both Santander and Bilbao. Santander is beautiful and has exquisite beaches, but you'll be going in April, so that doesn't do you much good. Bilbao has a really wonderful old city, a very walk-able new section and, of course, the museum. We took a short day trip out to Portugalete, about 20-30 mins by car away from Bilbao -- it's known for a hanging bridge that was fun to use. A pretty city. We also took a day trip from Bilbao to Rioja wine country. I think that was a bit more than an hours drive. Anyway, have a wonderful trip! And if you're in the area again in the summertime, try to hit Santander.

Angela,

I support Bilbao also. I went there a couple of months ago primarily for the Museum, but I found the Old Town to be fairly small, but quite enjoyable and very, very walkable. There are many excellent restaurants scattered around the city - ask at your hotel for recommendations.
