We will be flying into Madrid next week and staying at Hotel Europa. What would be the best way to get there? Train? Taxi? Car Service?

Your hotel is a stone's throw from Puerta del Sol, so I'd suggest taking the commuter train to Sol. One change will be needed.
You can do the train but it does require one change. Take a taxi. It is not that far. I thinking the fare was in the 20 to 30 Euro range --- BUT --- my memory could be faulty since the last trip was prior to the pandemic.
We stayed at the Europa 2 years ago we just took a taxi from the airport and it worked out to be very easy and was like 30=40 Euros.
Taxis between the city center and the airport are €30 flat.
Cercanias train with one change is an option, but doesn’t work well if you arrive at a terminal other than T4. Also, construction recently limited some trains (don’t know current status of that)
Just so you are aware, the entire Puerta Del Sol is now traffic free, so a taxi will drop you off a couple minutes walk from the hotel.
We always take the metro and it takes 45-50 minutes. It is just over 5€ one way and that includes the airport surcharge. Airport (line 8) to the Colombia station. Switch to Line 9 (purple) and take it to the Principe de Vergara station. Switch to line 2 (red) and take it to the Puerta Del Sol stop. The hotel is about 100 yards from the metro exit. Look for the Orange (phone) store and the hotel is around the corner from it.
I took a taxi from the airport to Hotel Europa in March this year. I paid 30 euro via credit card. He couldn't go directly to the hotel and dropped me off a block or so away and showed me the way to go. Hotel Europa was close to everything, you will enjoy it. I hope that the construction at Puerta del Sol is done by now. It was near completion in March. I used the Metro station at Puerta Del Sol frequently, since it was so close by. Be sure to try a bakery item or two at La Mallorquina at Puerta Del Sol.
The post before mine posted as I was typing. I got my data SIM at the Orange store he mentioned in his post. It worked great all throughout my 3 week Spain trip.
The construction is complete in the Puerta Del Sol. It took a little getting used to the new location of Carlos III’s statue. At least they left the Oso y Madroño statue in the same place and they didn’t move the Tío Pepe sign (again). The plaza has more benches than it previously did and the old kiosks have been replaced with indoor glass enclosed shops at either end of the plaza. Our room on the 4th floor of Europa last month overlooked the plaza.
To clarify- the construction I mentioned above wasn't the plaza, which last month I saw finished. Rather I was referring to construction in the Cercanias train tunnels. There is only one train line servicing the Sol station at the moment, and it can get very busy.
