I tried looking for a train schedule/bus cannot find anything . Hope someone can help with a route to take. Arriving in Malaga at 1:30pm. Would like to be in Cadiz before dark. Or would it be better to rent a car?

With train routes via Cordoba and Sevilla, and driving routes via Ronda and Jerez, I would look at a stop somewhere that night before continuing on the next day. To reach Cadiz by nightfall would seem a big ask.

If driving, the roads between Malaga and Cadiz are mainly autopista and the distance between the two is 105 miles.. You should have no trouble arriving in Cadiz before dusk.
Take the A7/E15 towards Algeciras. Just before Algeciras, pick up the A381 towards Cadiz. Near Lomopardo, get onto the AP4 which should take you straight into Cadiz. There's also a more southern route you could take once through Algeciras, but it's about 40 additional miles. Cadiz isn't very large and there's really only one road in and out.
