Basque Country cell phone question.

I will be in the San Sebastián for a wedding followed by a five-day self-guided bike trip ending in Bilbao. The trip is being organized by a tour company, but I'll be traveling by myself. My cell phone doesn't have a SIM card so I'll need to get a phone there primarily for emergencies. I don't want to buy another basic phone here and get a SIM card there because I'm switching to a smart phone but the one I ordered probably won't arrive in time. The tour company says that I can get a "cheap" pre-paid phone in San Sebastián and suggests Vodaphone, Movistar, or Orange. Does anyone know what "cheap" might actually cost? Are the prepaid phones basic phones. Are pre-paid smart phones available and how much more do they cost? Any other tips? Thanks!

I seldom make calls from overseas, but I have used Skype when I was connected to WiFi. Others have suggested Whatsapp for making free calls when connected to wiFi.

I picked up a cheap Vodafone flip phone for around €25 when in Greece back in 2015 and never needed it.
