I will rent a car in Barcelona with Hertz. I have bought collision and theft insurance through a separate company but want to buy liability insurance from Hertz. Hertz's international reservations agents cannot tell me if I can buy only liability insurance from them. Is anyone familiar with this ?

Pg 18 indicates the required 3rd party liability coverage is 'included'

Liability for damage to people and property outside of the car are always covered, per EU law.

It was included in the price of the rental when I rented from Avis last year.
