I am going to be moving to Barcelona for 1 year this Summer with my family from Canada. I want to know the most economical option to get into a vehicle. If I buy I can resell after a year but how will long will it take to sell a car in Barcelona, and than I see renting as a good option but is it not at a higher price even for a compact car which I would want a car minimum size of a Peugeot 308 which is not compact. Also I dont want to spend more than $400-$500 euro including insurance a month for a vehicle.

Purchasing a car for non residents may have additional bureaucratic issues to register the car. Once you become a resident and you have the paperwork to prove it, then you should be ok, but still it might take time to sell when you leave. The depreciation loss is a cost to consider especially if you intend to buy a new vehicle. If you want to have a new vehicle, I think leasing is a more economical option. If you are ok with a car that is a few years old, then purchasing might be more economical

Thanks for response. Do I have to buy additional insurance or is Basic enough which does not include Theft, Collision or No Deductible. To go all inclusive it is another $10/day.

I would opt for additional insurance!
If you buy a car here you need a NIE number. It is easy to get, but it all has to be done once you are in Spain. Why do want to buy a car for a year?
