ANDALUCIA and AUSTRALIA
Much of Europe will be a relief from midwestern winters however Spain, Italy, Greece, Croatia, Malta, Southern France, Portugal, Madeira and the Canary Islands will pretty much be pleasant in March (excluding the mountainous regions). I've been on the Costa Del Sol, Barcelona and in Rome and Naples in February in shorts and T-shirt (the locals will look at you strangely if you do though).
I've had great trips to Spain (Madrid, Barcelona, Andalucia) and Italy in February and March. Lots of sunny days, little rain, temps mostly in the 60's. Added to that, it's low season, so hotels are cheaper and tourists are fewer.
