Looking for hotel recommendations in Bilbao in Sept,2025. Not high end but clean and boutique like. Will be doing a cruise after spending a few days there. Also any suggestions on things to do.

I don't know what "Boutique" means, but we stayed at the Hotel Petit Palace Arana during and after the Rick Steves Basque Country tour.
We liked the hotel very much. Our room was large, the staff was great, everything was spotlessly clean. The breakfast was very good, as well, with friendly (but non-English speaking) staff in the top floor breakfast room. There was an elevator; I have no idea about A/C; we were there in October.
The hotel is minutes away from almost everything you might want to see. And for those sights further away, there's a convenient tram stop just down the block. We paid an average of €125 per night for our double room, with included breakfast.
Should we ever be fortunate enough to return to Bilbao, we would gladly stay here again.

I will be on the Rick Steves Basque Country tour in May. Our hotel in Bilbao will be Hotel Abando. As I've not previously stayed there, I can't comment on it.
