We were just there and stayed at Pension Sarriegi . It was OK - noisy though. Our room looked out over the small square, so some noise from that, but also could hear all the doors opening and closing in the hall. No breakfast, but they did have a coffee machine and doled out pods at the desk (which is not staffed 24/7). But room had a fridge (and market was nearby), and was spacious, clean, well-located, inexpensive. Walkable to everything, including bus station.
You probably want to give some hints on what you are looking for. Amenities? Price range? Location? Have you looked at the RS guide?
Just came back from Rick Steves Basque tour. The tour stayed Hotel Parma. Great location and no complaints.

Our Basque Country tour last fall stayed at the Sercotel Europa San Sebastián. My notes are scant, so I'll agree with David - although it's a different hotel - great location and no complaints!
We stayed at Hotel Londres, which was beautiful. Pricing may be expensive for this property as it is high season and right on the bay. We went in shoulder season (end of March) so much lower cost. But it was a really lovely and convenient hotel.
In 2019 we stayed at Hotel Zenit. Modern like an Aloft with a nice breakfast buffet. The downside, it was a hike from the main attractions. It worked out for us.
