I will be staying in Kobarid mid September and have a reservation at Hisa Franko. Although we will have a car, we don't want to drive the 3 minutes to dinner since we will be enjoying wine pairing with our 3-hour dinner. Can I expect Uber drivers in the area or are there other options?

I was in Kobarid recently, and the town center is small enough that I just
walked around. Suspect your need is one of the few for a tourist.
However, there is a tourist office in Kobarid, you might reach out to them.
Also, the restaurant has to have gotten inquiries like yours before, ask them.

Look into Bolt. It's similar to Uber but European based. I've been using them in Central Europe for the last few weeks and they were cheper than Uber. They also have an app.

@mr_henderson7, I thought the same thing at first, but the OP is asking how
to get to a restaurant that is a bit outside of Kobarid, or more relevantly, how
to get back since they will have imbibed a bit.
It's probably a mile or less, but the road has no sidewalks, and no lights, so
not the greatest place for walking at night.
So I completely understand where they are coming from. I hope you do as
well.
