It seems that there is a new(er) train service from Trieste Central to Ljubljana via Trenitalia, and the regional train times appear on their website, however there is no availability to purchase in advance and their is no instruction on if these are tickets that must be purchased the same day or in person. Can anyone offer guidance as how to purchase?

According to seat61 you buy tickets at the train station; tickets can not sell out . There is currently no way to buy online via the Slovenia rail site or Trenitalia both only will show the schedule.
This is actually a Slovenian train, not a Trenitalia train, so you wouldn't be able to buy tickets on the Trenitalia website - nor would you need to, really.
I believe this train isn't reserved so can't sell out. You should be able to buy tickets on the train itself from a conductor. I was able to do that with other Slovenian trains a few years ago - not like a Trenitalia train where you MUST buy the tickets and validate them before you board. Slovenian trains are different.
