I would like some advice. My husband and I plan on driving our rental from Ljubljana to the Skocjan Caves and from there we will need to get to Rovinj, Croatia. I read that it is expensive to take a rental across borders so we plan on returning the rental somewhere in Slovenia and then taking public transportation to Rovinji. Any help on the best city to do this would be appreciated. Thank you.
That would work from Portorož (near Piran - worth a visit) if you want to avoid backtracking. You could return the car there (I think there's Sixt and Europcar, at least) and then use Flixbus to Rovinj - it's a direct trip of about 2 hours.
Snoozy is correct, Portoroz is the transport hub. Pretty regular bus service between there and Rovinj. I went the opposite direction and it was easy. Sixt has an actual office. Europcar is a little odd, they have kind of a mobile team that serves Koper as well. It took some phone coordination on the ground to get my ride with Europcar. A little weird but it worked out fine.
Piran is a few minutes local bus ride from Portoroz, and is a great stop if you feel like breaking up the journey.

You will most likely still pay a dropoff charge since you're returning the car to
a different place than you rented it from, but within Slovenia, the charge will
be a fraction of what it would be if you dropped it in Croatia.
