Drove over to Lake Bohinj and took the cable car up to the top. It was very windy so we asked the woman at the cashier's window if the cars would still be running. She made a phone call and told us that it wasn't windy enough to stop them. We purchased our two tickets for 42 euros (senior price). They run every 30 min. from 8:00 am and we left on the 11:30 car. You can't see the top of the mountain from the bottom and when we arrived at the top there was no visibility. We decided to wait about an hour to see if it would clear, but it didn't so we made the trip back down. The point of this is-the operator of the car knew there was no visibility at the top and, we, as customers should have been told there was no visibility. Mountain weather can change quickly, but not in the short time it took the car before ours to travel from top to bottom. So, Lake Bohinj cable car company willingly took our money knowing that the amazing, not to be missed view of the lake from the top was not available.

It doesn't work like that. I know of no cable cars anywhere in the world where passangers are notified of visibility. Many peaks these days have live webcams which can be checked to see the conditions, but it is up to the passangers to decide whether they go up or not. Not everyone go up for the views, they may go up to start a hike, or ski in winter.
I'm sorry that you didn't get the views that you wanted. Having previously taken a cable car to a peak with minimal visibility, I understand your frustration and disappointment. As Marduk notes, though, there are a lot of reasons people ride the cable car other than for the view. I hope the rest of your trip was great!
