Hello, I am 19 and would like to rent a car in Slovenia. What is the minimum age to rent a car? I have seen multiple websites, some say you need to be 18 and others say 21. How can I be sure about this?

Some companies will rent to you with extra costs and/or restrictions. Some not at all.
I checked Sixt: no go. They won't rent to drivers under 21.
Also checked AvantCar (which I used in 2017 in Ljubljana). Yes, they will rent to a 19 year old driver, with conditions:
- had license at least two years
- no "points" on your license (citations, I guess)
- willing to pay an additional "young driver's fee"
You can try other companies.
A car would be helpful and let you see more and have more flexibility - but what is your itinerary? How many are traveling? You can get many places by bus (or train).

Each rental agency has its own rules. You have to check.
