using phones in Scotland

RS used to include this tip in his Europe books but I don't see it in the Scotland one: that elusive first zero in phone numbers. What's the trick? Something like skip it if you're calling from the US; skip it if you're in a different city but same country; always use it while abroad, period. Does this sound right?

The easy was is to always use the Country Code (without the zero). That works to/from everywhere.

If you are using a US phone, you dial the international access code, the country code, and then drop the leading zero in the local number.

For example,if the number in Scotland were 0131 123 4567:
From a mobile phone dial +44 131 123 4567
From a U.S. landline, dial 011 44 131 4567

44 is the country code for the U.K.
011 is the international access code when you are dialing from a U.S. phone. On a mobile, you can use the “+” instead of the “011”.
