Making Calls in Scotland

For some reason, I simply cannot get my head wrapped around this, so I come to you, oh wise ones. :-)

I have made arrangements for cell phone usage while in Scotland and I need guidance on how to call someone who lives there, like my taxi service. Do I dial the whole number (aka country code) since I am using my phone from the US or use the 'local' number since I am in the country?

From a U.S. phone, dial the plus sign followed by the country code and then drop the leading zero. For example, if the local number was 0123456789, you would dial +44 123456789
