Car leasing in Scotland?

We are planning a trip to Scotland in May 2017. We hope to be able to do 3 weeks with our frequent flyer miles. I read in Rick Steves new Scotland book about the option of leasing a car vs. renting one if you are needing it for 3 weeks or more (pages 478-479). However the website he gave for the leasing option in Europe doesn't seem to service any cities in Scotland. I love the idea of leasing (at least based on what Rick wrote in his book) - as cost also covers full car insurance which can be pricey when renting.

Does anyone know anything about leasing options and reputable companies that might offer that option for 3 weeks in Scotland (either from Edinburgh or Glasgow)? I want to book our flights soon while seats are still available and don't want to regret my airport choices based on car availability. (Right now all things being equal car rental wise - we'd like to fly into Edinburgh and out of Glasgow, but willing to consider other options if needed based on availability of cars).

The buy/back "leasing" options that I know about are based in France and have limited pick-up and drop off locations in neighboring countries, for a fee. In this case, London Heathrow airport is the spot. It will be a French car, not a British right-hand drive car. This worked fine for me in the past when I was also driving all over the continent. For just three weeks Britain, the fee makes it not a good deal.
