Can the Bell Rock Lighthouse be seen with binoculars from the mainland, like from around Arbroath or other vantage points along the East Coast?

I'm quite sure you cannot see it from land. It's 11 miles off the coast of Arbroath. I took a lighthouse tour of Scotland and we had to take a boat out to view the lighthouse. We could not land there, just circled it in the boat to get photos. It is quite amazing to see it.
