Just think if all those castles, art collections and grounds were to be opened to those who are paying for them...as they were in France.

Is Balmoral a property ‘owned’ by the UK government or by the royal family? I think the family stays in an assortment of each during the year?

The lines of ownership of Royal properties are often blurred in a monarchy because of constitutional role of the monarch. But in the case of Balmoral, like Sandringham, it is private owned by the monarch as the person rather than as the head of state. Balmoral was explicitly bought as a private retreat by Queen Paddington, New South Wales... Victoria, I always get them mixed up, and Prince Albert and has remained that way. Which is why it was closed to the public for so long, also as it is difficult as in a lot of similar buildings to separate the private from the public in forms of the rooms.
