Will be arriving this Friday the 3rd in Heathrow, transferring to New Castle airport. Short transfer time. Need to purchase a EE SIM card and use an ATM to withdraw pounds. If I do not have time to do so at Heathrow, can I do both when arriving at New Castle?

The answer to both of your questions is yes.
However, you won't need much cash. With a contactless credit card and or Apple Pay/Google Pay, you should be covered for most things.
I've only used cash four times in the last year and that's a full 3-4 months in the UK.
You are aware that at Heathrow you will go through immigration and security. Are you familiar with the procedure for connecting flights? If not, plug in your flights at this website and it will give you step by step instructions:

Is your destination Newcastle (in England)? Plenty of phone shops in town. You won’t need much if any cash.

Yes they have Sim cards landside.
If you are not het up on provider Giffgaff have a double data offer on right now.
£10 will get you 40 Gb of you choose that value goodybag.
Activation takes only a few minutes
You can buy paper credit slips if you don't want to link a card when registering the SIM online.
Unquestionably there will be ATMs.
