Does anyone know of a craft market in St. Petersburg that sells hand carved Russian Santas? In Moscow, they can be found at Ismolova Market. I'm looking for something similar in St Petersburg...a local market vs tourist.

As the name suggests, Ded Moroz (Grandfather Frost) is a character of rather seasonal availability. Outside of his reported hometown of Veliky Ustyug (a day trip from SPb) and Xmas markets elsewhere, I wouldn't expect to see many in brick-and-mortar stores.
The figurines are widely available online, though (even if overpriced):
