Would I be allowed to travel to Portugal without quarantining?

I am a fully vaccinates US citizen. I would spend about a week in France then head down to Portugal for 10 days as it is a UK green list country(Planning to go to UK afterwards.)

At this point, Americans are not allowed in the country unless you are a resident or have one of a few good reasons. Tourism is not one of those reasons.
The rumors are that this will change in June. But, no one really knows for certain.

You aren’t allowed to travel there at present. A trip involving 3 countries is more risky at present, as each country can change their entry requirements, usually within 24 hours notice. Be prepared for change - e.g. what happens if you can’t get from Portugal to the U.K.?

Some areas of the U.K. are going back into local lockdowns as infections of the Indian Covid variant have tripled in a week. Germany has banned travel to the U.K. in the same week that Portugal opened up to U.K. residents. It can all change again.

Onefastbob- france is reopening to us tourists on June 9th. I will be flying into France on June 9th. If the day before my flight, france is not open yet to tourists I will cancel my flight and reschedule or simply not go.

phambrent- France is NOT reopening on June 9th to US tourists. They are talking about it, they are thinking about it, but NO official action in France has been taken yet to allow it to happen. People in the US (media/internet/travel forums) have taken 'plan' and 'hope' to mean a guaranteed thing but that memo has yet to reach French authorities. But as your cool with last minute changes, give it a shot! Wishing ya good luck!!!

France yesterday announced that Brits heading there will now have to quarantine upon arrival for a week and take additional testing.

The British vaccination rate is about double the French rate and new Covid cases yesterday were 12,646 in France and only 2,987 in the U.K.

All sorts of things can happen over the next few weeks.

I'm also a fully-vaccinated US passport-holder and mulling a trip (mid-July) to Portugal. But that's the key word, "mulling," because everything is still up in the air, including what the day-to-day situation on the ground (sorry for the mixed metaphors) will be even if tourists are allowed in. My guess is that Portugal will open up to (vaccinated) Americans by mid-summer and probably without a quarantine, but that could be revoked at any time if infection rates rise and/or we learn something really unnerving about one of the new variants. Jennifer (I think) also made an excellent point that the more countries on your itinerary, the more likely it is that you're going to get thrown some kind of curveball.

There's also the (still open question) of what visiting Portugal will be like if we can get in. A common topic on this forum is the importance of just "rolling with it" when traveling because the unexpected happens. I think Americans visiting Europe in the next few months are going to be challenged to see just how good at that we really can be, because so much is up in the air. How disappointed will you be if half of what you'd planned for your 10 days in Portugal ends up off the table?

cslh324- France requiring travelers from UK to quarantine for seven days due to new variant is concerning. Ireland is not part of UK but its proximity to the UK makes flying from Dublin to Paris extremely risky. because I might be forced to quarantine sometime during my trip to Paris.

I am likely going to cancel my trip to Paris(was supposed to leave on Sunday), and fly into UK directly US in a three weeks, hoping that US becomes a green country.

Jennifer- I heard about France requiring UK travelers to quarantine for a week. Ireland is not UK but its proximity to UK makes my flight from Dublin to Paris risky because I may have to quarantine when I arrive in Paris. I will likely cancel the Paris trip and just fly directly from US to UK in three weeks hoping that US becomes a green country in three weeks.
