My twin brother and his girlfriend plan to travel to Portugal the last weekend of September 2023. Both are in their 50s. Neither has traveled to Europe in more than a decade.
They are concerned about what they should wear. I would appreciate any suggestions on (a) what to wear, and (b) what NOT to wear.
Make sure they wear comfortable walking shoes with good grip, especially in Lisbon & Porto and any other city with hills and slippery sidewalks (especially when it rains)
They can check the weather and wear appropriate clothing.

I totally agree with Priscilla's post. There are hills in Lisbon and Porto, and tiled streets get slick after rain. It is vital to wear comfortable shoes.
I’ll add that if planning on visiting any churches or monasteries that they take some conservative clothing, no short shorts, sleeveless tops, short skirts, etc., just in case there are some rules in place.
