You will likely find that few on the forum use a travel agent. If you have specific questions there are people willing to help.
You can check out Julie Dawn Fox. She's an expat blogger. Her website has so many recommendations for hotels, travel ideas, tours, etc. https://juliedawnfox.com/ And just looking at her website briefly, she does provide travel consulting.

I second the Julie Dawn Fox recommendation.
You could also simply google travel agents plus a specific town. There are a number of travel agents here in Cascais. And, I’m pretty certain there are in all decent sized towns.
All that said, Portugal is really quite easy to visit and plan yourself. English is widely spoken with many tour guides for the specific towns, if you wish.
