Send me a private message as to what your tour was. I believe pickup would be Praia da Vitoria. Taxis should be available for “tours”. Have you checked with www.terceiratours.com? They are very professional and highly rated.
I can suggest to you a self-guided walking tour of Praia da Vitoria as truly a last resort. I will explain better through the private message.
