Does anyone know the current cost for a taxi voucher to Lisbon city center (Hotel Lisboa Plaza) from Lisbon airport? Debating guaranteed price with voucher versus taking risk with being scammed by dishonest taxi driver. Don’t have Uber. Thanks

Fortunately, the only place where you have to worry about the taxi drivers is at the airport. Elsewhere noone reports any problems. I still suggest you get Uber as it will make your trips within Lisbon easier, but I am sure you have your reasons not to.
Simple solution is to ask your hotel to arrange a driver to meet you at the airport arrivals

I used Uber a few times while in Lisbon, but decided a car service reserved ahead would work better with jetlag. Welcome Pickups worked well, and I recommend them.

BTW, I did check into the taxi voucher thing and everything else before deciding. Lisbon arrival transfer seemed more challenging than other cities.

When we landed, we were too tired to mess with finding the prepaid taxi voucher desk, so we just got in the line for cabs and paid €26 to get to the airport.
